Biography
Meet the Director of Legislative and Intergovernmental Affairs
Alexis K. Segal is the Director of Legislative and Intergovernmental Affairs at the Federal Permitting Council, appointed in December 2023 by the Biden-Harris Administration. In this role, Segal develops and maintains key relationships with Congress, state and local governments, international partners, NGOs, and industry stakeholders. She plays a pivotal role in legislative efforts related to federal permitting, including the introduction and advancement of the bipartisan Senate bill, “Permitting Council Improvement Act of 2024,” and supported the Executive Director’s testimony before the Senate Homeland Security and Governmental Affairs Committee (HSGAC).
Prior to joining the Permitting Council, Segal served as Senior Policy Advisor for Environment and Natural Resources for Senator Dianne Feinstein, where she managed a portfolio that included public lands, oceans, infrastructure, and climate change initiatives. She also held the role of Deputy Associate Director for Land and Waters at the White House Council on Environmental Quality, focusing on large-scale ecosystem restoration priorities. Earlier in her career, Segal co-founded and led a water quality and conservation organization in South Florida.
Segal holds a Juris Doctor from Emory University and an LLM in environmental and land use law from the University of Florida, where she was a climate fellow. She graduated from Georgetown University and received a Guy Harvey Foundation grant to work with the Bahamian government on marine protected areas.
