Biography

Meet the Director of Infrastructure Portfolio/Project Management (Acting)
Mr. Craig J. Litteken currently serves as the Acting Director of Infrastructure Portfolio/Project Management for the Permitting Council, January 2025. His permanent position is Deputy Director of Infrastructure Portfolio/Project Management for the Permitting Council. Mr. Litteken joined the Permitting Council in May 2022. He is responsible for providing direct support in the execution of the overall program planning and direction, work planning and distribution, and general management of the Infrastructure Portfolio/Project Management team. This includes providing expert advice to internal and external stakeholders regarding environmental permitting, reviewing and developing project plans, and representing the Permitting Council with senior administration officials, Congress, other Federal agencies, industry leaders, state and local governments, and national and international organizations. Mr. Litteken is also responsible for coordination and oversight of the Federal permitting schedules for multiple FAST-41 covered projects with an economic investment ranging from $31-million to $43-billion, including broadband, offshore wind, ports and waterways, non-Federal hydropower, solar, pipelines, and critical minerals mining. From September 2020-February 2021, Mr. Litteken completed a temporary assignment with the Permitting Council as a Senior Policy Advisor. Mr. Litteken received the Permitting Council Team Award in 2024.

Prior to joining the Permitting Council, Mr. Litteken spent 28-years with the U.S. Army Corps of Engineers with his most recent position as Chief of the Regulatory Division in the USACE Mobile District where he was responsible for all permitting under Section 10 of the Rivers and Harbors Act of 1899, Section 404 of the Clean Water Act, and Section 103 of the Marine Protection Research and Sanctuaries Act within the District. Mr. Litteken also held previous positions within USACE in the St. Louis and Kansas City Districts and completed multiple temporary assignments throughout USACE including Deputy Chief of Operations and Regulatory Division at USACE Headquarters, Regulatory Program Manager in South Atlantic Division, Regional Operations Project Manager in Fort Worth District, and NEPA/Environmental Coordinator for the Puerto Rico Recovery Field Office in response to Hurricane Maria, among others. During his time with USACE, Mr. Litteken led a national team on behalf of USACE Headquarters to develop, facilitate, and deliver the Regulatory Strong Leaders Program. He also led development and served as the primary facilitator and instructor for the Regulatory Leadership Development Seminar. Mr. Litteken is the recipient of the Department of the Interior Natural Resource Conservation Achievement Award, U.S. Fish and Wildlife Service Environmental Leadership Award, the USACE Superior Civilian Service Award, and multiple Commander’s Awards for Civilian Service, among others.

Mr. Litteken holds a Bachelor of Science degree in biological sciences from Southern Illinois University – Edwardsville (SIUE) and a Master of Science degree in biology from University of Missouri – St. Louis. In addition, Mr. Litteken is a graduate of the Army Management Staff College, Civilian Education System, and is a Certified Project Management Professional.
