Meet the Deputy Executive Director (Acting)
Mrs. Jennifer Mallard currently serves as the Acting Deputy Executive Director for the Permitting Council, January 2025. Her permanent position is Director of Infrastructure Portfolio/Project Management for The Permitting Council, Office of Executive Director. Mrs. Mallard joined The Permitting Council January 2022. She is responsible for leading senior project advisor staff and managing the FAST 41 covered project portfolio estimated at nearly 100 billion in economic investments. She oversees project timetable management, coordination with project sponsors and federal agencies, and review/recommendations for policy development, updates, and/or changes. She also coordinates data management product development and interagency coordination improvement initiatives with the Executive Offices of the President, to ensure delivery of Administration goals. Mrs. Mallard previously served a temporary assignment with The Permitting Council as a Senior Policy Advisor (September 2021 – January 2022). This was Mrs. Mallard’s second assignment in the same position with The Permitting Council. Her former service was performed during (September 2019 – March 2020). Mrs. Mallard received the Permitting Council’s Permitting Excellence Award and the Permitting Council Team Award in 2024.
Mrs. Mallard formally served as Chief, Regulatory Division, U. S. Army Corps of Engineers (USACE), Vicksburg District (December 2014 until January 2022). In this position, she administered the Regulatory Program encompassing of the Clean Water Act Section 404; Rivers and Harbors Act Section 10; and Marine Protection, Research, and Sanctuaries Act Section 103 over a 68,000 square mile area that included parts of Arkansas, Louisiana, and Mississippi. Mrs. Mallard provided programmatic oversight and served as the decision-maker for the division regarding policy and regulatory challenges to ensure compliance with environmental statutes, regulation, and policy. Mrs. Mallard is a recipient of the U.S. Department of the Interior’s Natural Resource Conservation Achievement Award and U.S. Fish and Wildlife Service’s Environmental Leadership Award for development of an interagency programmatic; Mississippi Standard Operating Procedure for Endangered Species (SLOPES). This effort resulted in a streamlined review process, significantly reducing deliberation times for Endangered Species consultations across Mississippi.
Mrs. Mallard served in multiple USACE special assignments throughout her 20+year career, to include leading the Vicksburg District Leadership Development Program as the Executive Strategic Planner, Deputy Chief of Operations Division, Chief of Technical Support Section in Project Resources Management Branch, and the District Chief Negotiator.
Mrs. Mallard is a graduate of the Army Management Staff College, Civilian Education System (CES). She served as a Vicksburg District Champion and Operations Plan lead for CES initiatives. Mrs. Mallard also championed the Equal Employment Opportunity, Special Emphasis Program for Native American Heritage Month.
Mrs. Mallard holds a Bachelor of Science in Environmental Soil and Water Science, as well as a Bachelor of Science in Park and Recreation (Natural Resources) Management.
