We’re excited that you are interested in FAST-41 coverage for your infrastructure project. At the Permitting Council, we are here to help make sure that your request for FAST-41 coverage is prepared and submitted correctly so that your project can benefit from the services we provide project developers / sponsors. We encourage you to review the FAST-41 eligibility requirements and reach out to our dedicated team of infrastructure project advisors to discuss your project prior to submitting an initiation notice. Request Coverage by Email by following the instructions below:
Sponsors of infrastructure projects that meet FAST-41’s eligibility criteria and wish to obtain program benefits must request coverage by submitting a FAST-41 Initiation Notice (FIN).
Your FIN must include the below information:
Project Information: Include the title, sector, and type of project.
Sponsor Details: Provide the project sponsor’s name and contact information.
Project Purpose: Describe the objectives and goals of the project.
Project Location: Offer a concise overview, including the project’s general location and any geospatial data, along with information on the locations of relevant environmental, cultural, or historical resources.
Sponsor Capability: Include a statement on the sponsor’s technical and financial capacity to execute the project.
Federal Involvement: List all anticipated federal financing, environmental reviews, or authorizations required.
Confirm the Project Meets FAST-41 Eligibility Criteria: Provide an assessment that the project meets the FAST-41 eligibility criteria in at least one of the four pathways described on the FAST-41 Eligibility Page (i.e., the standard pathway; discretionary pathway ; Tribal sponsored pathway ; or the carbon capture pathway ), and give supporting rationale.
Submit your FIN via email to both:

The lead agency for the project, if one has already been assigned, or the appropriate facilitating agency in the absence of a lead agency. See the attached table that assigns a facilitating agency to each project type within each sector and provides email addresses for each facilitating agency.
